Advanced Purified Water Facility: Update on Permitting Process and Public Outreach

In December 2016, following a thorough regulatory formulation process led by the Nevada Division of Environmental Protection (NDEP), the State of Nevada adopted regulations defining category A+ water quality. Truckee Meadows Water Authority and the City of Reno submitted a category A+ permit application to NDEP, in August 2024 for the planned “OneWater Nevada Advanced Purified Water Facility (APWF) at American Flat.” Category A+ permit applications require a comprehensive list of technical documentation and reports for review by NDEP prior to facility operation (per NAC 445A.27616). This includes project technology and operation strategies, hydrogeologic investigations, project costs, public outreach, facility design and engineering, and a letter of support from Northern Nevada Public Health. The components described in the category A+ application have taken several years of planning and effort to produce.

The category A+ permit application is currently under review by NDEP with an expected approval date of Spring 2025. The APWF is currently in the 90% engineering design phase with an expected construction start date of late 2025.

One of the requirements of the permit application was to hold a public workshop and accept public comment. This workshop was held on November 16, 2023 from 6pm-8pm at the Reno Stead Airport.
